Sullivan County Fraud Task Force announces dozen arrests

LIBERTY – The Sullivan County Welfare Fraud Task Force arrested 12 people in a little over one month in June.

  • Ricky Williams, 48, of Callicoon was arrested on an outstanding warrant for violating conditions of his parole and the misdemeanor of aggravated unlicensed operation of a motor vehicle. He was arrested following a joint investigation by the Sullivan County Sheriff’s Office, State Department of Corrections and Community Supervision, and the county welfare fraud task force.
  • Elba Lucero, 27, of Liberty, was charged with grand larceny and offering a false instrument for filing for allegedly stealing $1,520 in SNAP benefits by failing to disclose income from employment.
  • Maria Serrano, 39, of Monticello, was charged with offering a false instrument for filing and welfare fraud for allegedly stealing $471 in SNAP benefits by failing to report a change in household composition that made her ineligible to collect those benefits.
  • Dominick Cartieri, 55, of Harris, was charged with grand larceny and offering a false instrument for filing for allegedly stealing $2,112 in SNAP benefits to which he was not entitled.
  • Daniel Vanzile, 42, of Liberty, was charged with offering a false instrument for filing and welfare fraud for allegedly stealing $288 in SNAP benefits who which he was not entitled.
  • Alex Tauber, 35, of Monticello was charged with misuse of food stamps for allegedly stealing $768 in SNAP benefits to which he was not entitled.
  • Emily Torres, 25, of Wurtsboro was charged with offering a false instrument for filing and welfare fraud for allegedly stealing $2,190 in SNAP benefits by failing to report the father of her child was employed and living in the household.
  • Madison Bell, 21, of White Sulphur Springs, was charged with offering a false instrument for filing and welfare fraud for allegedly stealing $654 in SNAP benefits to which she was not entitled.
  • Jonas Abraham, 38, of Monticello, was charged with grand larceny and misuse of food stamps. It is alleged he stole $384 in SNAP benefits by using his deceased father’s EBT card.
  • Christian Paroline, 24, of Coal Township, Pennsylvania was charged on a warrant for criminal impersonation. Task force members became suspicious when he reported to the Sullivan County Department of Family Services stating he was currently on New York State Parole and had been homeless for two weeks. A records check determined he was wanted by New York State Parole in Tarrytown for criminal impersonation. He was turned over to State Police.
  • Jennifer Bellows, 32, of Livingston Manor was charged with offering a false instrument for filing and theft of services. She allegedly stole over $508 in Medicaid medical transportation funds by using Medicaid transportation for non-medical purposes.
  • Jessica Travis, 25, of Liberty was charged with grand larceny and offering a false instrument for filing for allegedly stealing $4,686 in publicly funded daycare expenses by falsely claiming she was working when she was not.
