PUTNAM VALLEY – A Putnam Valley man has been arrested and charged
with two counts of cruelty to animals after Putnam County SPCA officers
executed a warrant and removed two extremely neglected, gelded, thoroughbred
horses.
Paul O’Dair of 16 South Highland Road in Putnam Valley, where the
animals were found, was charged with two counts of animal cruelty. He
was remanded to the Putnam county Jail.
The horses, located at 16 South Highland Road in Putnam Valley, suffered
from severe emaciation, said SPCA Chief Ken Ross.
The animals had no grain, and no grass to graze, he said. They were in
“filthy un-mucked stalls, feces strewn about the paddock”
and were neglected and in “extremely unsafe conditions.”
The horses also had other issues showing severe neglect, Ross said.
O’Dair face up to one year in jail and a $1,000 fine if convicted
of both counts, Ross said.
