NEWBURGH – The development consortium selected by the Newburgh City Economic Development Department to redevelop property at 2 Montgomery Street, refurbish the City Club building and stabilize the Dutch Reform Church, is out of the picture, Mayor Torrance Harvey says.
The Alembic group was considering building affordable housing on Montgomery
Street, a concept opposed by many in city government and local residents,
who said market-value housing is what is needed to increase rateables.
Harvey said six of the seven city council votes are needed to move Alembic forward and those votes are not there. So now, the city wants to take a different approach, seeking proposals for market-value construction.
“We didn’t think the market was here for market-rate development or market-rate housing or what have you on that waterfront at this point in time, but we are going to test the market,” he said. “We are going to get that RFP out after we resolve the issue with Alembic.”
Harvey would like to see three individual requests for proposals, one for each component of the previously bundled plan.
