Port Jervis parolee arrested on drug charge

PORT JERVIS – A Port Jervis man was arrested on Tuesday following the execution of a no-knock search warrant at an apartment at 7 Owen Street in the City of Port Jervis.
Joseph Mann, 28, was charged with criminal possession of a controlled substance with intent to sell and a violation of state parole, both as felonies. Police seized approximately 29 grams of heroin packaged for sale, a digital scale and over $6,000 in cash.
Mann was sent to the Orange County Jail without bail.
He had been wanted as an absconder from state parole for a previous conviction on December 9, 2016 for felony drug possession. He was arrested in Port Jervis in October of that year after being found in possession of heroin and crack cocaine with intent to sell it.
Port Jervis Police were assisted in this week’s raid by the Orange County Sheriff’s Office Special Operations Group. The county district attorney’s office is prosecuting the case.
