Rockland executive blasts village for refusing to sign onto animal shelter agreement

POMONA – Rockland County will bond $1.2 million and combine that with funds from the Hi Tor Animal Shelter and a state grant to build a new county animal shelter in Pomona to provide services for all municipalities in the county.
There is one problem. The Village of Spring Valley has refused to sign onto an intermunicipal agreement for Hi Tor to care for its animal control.
County Executive Edwin Day stood in front of the current Hi Tor facility, with dogs barking in the background, to announce his disappointment with Spring Valley officials.
“Common sense demands that Spring Valley join with the other five towns and pass this intermunicipal agreement,” Day said. “According to the village’s own law passed in 2011, they are required to properly care for, shelter, feed and water, any dog found unlicensed within the village.”
If the village does not join the county agreement, it will be required to build its own animal shelter, Day said.
