Newburgh manager seeks city civil service opinion on hiring of police chief

NEWBURGH – City Manager Michael Ciaravino wants to know if the Newburgh Civil Service Commission will accept the police chief exam taken by his candidate for the top law enforcement job prior to his becoming Monticello Village police chief in 2002, would be acceptable in Newburgh.
Douglas Solomon has been chief in the City of Beacon since 2012. He retired as Monticello chief in 2012 after 10 years in that post.
Ciaravino’s concern stems from the fact that all of the candidates that passed the most recent test for Newburgh chief declined interest in the job.
A minimum of three successful candidates must be on a civil service list for one to be chosen.
Newburgh has a residency requirement for police chief and Solomon has said he would move to the city if formally approved by the civil service commission.
A spokeswoman for the local commission said it is seeking guidance from the state Civil Service Commission before making a decision.
