WALDEN – Action has been completed to address the contamination related to the former Packaged Lighting Systems site at 29 Grand Street in Walden.
The cleanup activities were performed by the estate of Hy Hilzen and
Grant Street Factory, Inc. with oversight from the state Department of
Environmental Conservation.
The remedial investigation was initiated in 2012 to evaluate the extent of contamination in soil, groundwater and soil vapor intrusion.
Volatile organic chemicals were detected in the site’s groundwater and soil vapor.
A remedial work plan was developed in 2016 with the remedy finalized in the December 2016 decision document.
The remediation included a cover system of paved parking areas or at least two feet of clean fill to prevent human exposure to contaminated soil or fill remaining at the site; installation of a sub-slab depressurization system in any occupied structures to reduce concentrations of sub-slab vapors and prevent migration into indoor air; execution and recording of an environmental easement that restricts land use to restricted residential use to help prevent future exposure to any contamination remaining at the site.
The 1.5-acre site contains three vacant structures – a three-story warehouse, an adjacent two-story office building and a two-story office building.
The site is zoned for industrial park use.
Historically it was used since 1885 to manufacture steam engines until Packaged Lighting Systems used it from 1968 to 2008 to design lighting systems for New York City theaters.
