ALBANY – The state will pay for a train quiet zone study for the Village of Cornwall-on-Hudson. The $5,400 grant was secured by Assemblyman James Skoufis (D, Woodbury).
CSX Railroad requires a study before any action can be taken to implement a quiet zone at crossings, noted Skoufis.
“If you live within a pretty substantial radius of these crossings you hear these train horns at all hours of the night – middle of the night wakes people up and so it is a quality of life issue and hopefully we will be able to solve it,” the assemblyman said.
Any train passing through the village day or night is required to blow its horn three times at each of the two railroad crossings along Donahue Memorial Park. For years, residents of the area have complained about the noise, especially during the overnight hours.
The study will explore possible available options and at what cost.
“It will be good to have a formal study of the village’s options to deal with the unwelcome noise and the costs involved,” said Deputy Village Mayor Mark Edsall.
Skoufis called the issue one of “quality of life.” He said people “deserve a full night’s sleep without being awakened by train horns at all hours.”
