CORTLANDT – State Police at Cortlandt arrested a Buchanan man on charges of endangering the welfare of a child and forcible touching.
Nelson Fernandez, 33, was arrested after troopers investigated a complaint of an unknown man fondling himself then grabbing a child under the age of 17. The incident allegedly occurred on October 18 on 6th Street in the Verplank area of Cortlandt.
Fernandez was located and arrested on October 19. He was sent to the Westchester County Jail in lieu of $2,500 cash bail or $10,000 bond.
