KINGSTON – The Federal Transit Administration has awarded Ulster County Area Transit (UCAT) a perfect score for its 2017 Triennial Review. The federal agency found absolutely no deficiencies in any one of the 17 critical categories it scrutinizes. The perfect score places UCAT in the top 2% of transportation agencies across the United States.
“UCAT Director Carole Hargrove and her team are doing an outstanding job on behalf of the people of Ulster County,” said County Executive Mike Hein. “Even though they have the enormous challenge of coordinating a public transportation system across a county the size of the State of Rhode Island, they provide top quality service with incredible efficiency.”
“I couldn’t be more proud of the UCAT staff. Drivers, Dispatchers, Mechanics, and the Administrative Staff all played a key role in the success of this review,” said Hargrove.
The Triennial Review evaluated the performance of UCAT in carrying out its program, specifically referring to compliance with statutory and administrative requirements. It reviewed the following areas: Financial Management and Capacity, Technical Capacity, Maintenance, Americans with Disabilities Act, Title VI, Procurement, DBE (Disadvantage Business Enterprise), Legal, Satisfactory Continuing Control, Planning/Program of Projects, Public Comment, Half Fare, Security, Drug Free Workplace and Drug and Alcohol Program, EEO (Equal Employment Opportunity).
