Port Jervis City Council fills vacancy after member resigns

PORT JERVIS – The Port Jervis City Council has a new member at least through the end of the year.
Kyle Van Horn, who was appointed in 2016 and elected to serve the second ward this year following the untimely death of former Councilman Robert Richie, resigned two weeks ago because of work issues, said Mayor Kelly Decker.
The mayor noted that Maria Mann was a write-in candidate for the post last fall and lost by only 46 votes.
“Since she was the second most choice of the voters we believe unanimously that Miss Mann should be the city councilwoman until the election, which will occur in November. And she will sit until December and if elected, she will sit here for another two years,” Decker said.
The council voted to appoint her Monday night. Mann immediately took her seat.
