Dad charged with endangering welfare of his two small children

VILLAGE OF FLORIDA – A
Village of Florida man was arrested on Thursday on charges of endangering
the welfare of a child after his two small children were found wandering
around the grounds of the SS Seward Institute without supervision.

State Police said the boys, ages one and two, were walking around alone;
one was naked and the other was in diapers with a minor head injury.
Police found their father, Patrick Tibby, 47, asleep on a mattress inside
his residence.

The toddlers were taken to Saint Anthony Community Hospital in Warwick
for evaluation. Child Protective Service was called and removed the children
from Tibby’s custody.

He was charged with two counts of endangering the welfare of a child and
one count of obstructing governmental administration.
