Ulster municipalities oppose countywide shared services plan

KINGSTON – All 20 of the towns in Ulster County have voted to oppose Governor Cuomo’s shared services property tax plan, Rochester Town Supervisor Carl Chipman said Monday. He is president of the county’s Association of Town Supervisors.
The proposal “amounts to be yet another unfunded mandate from Albany
being pushed down our throats,” Chipman said. “The governor’s
proposal requires county executives/managers to study and develop new
efficiency plans impacting the delivery and provision of town services.
There are many facets of the plan we find disturbing and will ultimately
negatively impact services to the constituents we are sworn to service,”
he said.
The concerns include that the plans are not voluntary; the proposed state
budget includes no funding for development or implementation of the plans;
and the governor’s budget eliminates the AIM funding if the legislature
does not adopt a countywide sharing plan.
