Operators of ‘retail heroin store’ arrested in Newburgh

NEWBURGH – Federal authorities
on Wednesday, arrested five men in Newburgh on charges stemming from a
narcotics conspiracy to establish a retail heroin-selling organization.
Two of the men were arrested at a retail shop at 427 Broadway in Newburgh.
Arrested were Edward Cardina, 22, Julio Davila, 26, Ronald Matias, 35, Victor M. Rivas, 51, and Victor R. Rivas, 28, all of Newburgh. They were charged with conspiring to distribute and possess with intent to distribute one kilogram and more of heroin.  The charge carries a maximum sentence of 10 years to life in prison.
When authorities conducted warrant raids on several locations, they seized a brick containing what appeared to be heroin from behind the shop, and some $250,000 in cash from a storage unit used by the men. Law enforcement also recovered what appeared to be heroin from Davila when he was arrested.
