POUGHKEEPSIE – City Finance Commissioner Marc Nelson told the Poughkeepsie Common Council Monday night that the city is poised to move forward with a contract with the city’s PBA which makes “particularly good day for the city.” The police have been without a contract since 2012.
The council was presented with a memorandum of agreement between the City and the PBA that relies on special assistance from the New York State Financial Recovery Board to provide $1.2 million to cover all of the retroactive salary increases dating back to 2012.  The retroactive payments are due payable on or before the second pay period in March of 2017, according to PBA President Paul Featherston.  Mayor Robert Rolison and his administration are confident that the state will send the money before that March deadline.
The raises of one percent for 2017 have been placed into contingency in Rolison’s proposed 2017 proposed budget.  Common Council Chairman Chris Petsas encouraged his colleagues to vote in favor of the memorandum.  Six members voted in favor and two abstained.  Councilwoman Lorraine Johnson said she could not support the resolution as presented because it did not include a fiscal impact statement for the last year of the contract which is 2019.  Councilman Randall Johnson abstained without giving a reason.
