NEWBURGH – The Newburgh City Council has raise the issue of adopting a tenant responsibility act on previous occasions, but nothing has come of it.
Councilman Torrance Harvey brought up the issue again at Monday night’s council session and the rest of the lawmakers agreed it must be discussed.  He said it would be a good addition to the codes already on the books given that 70 percent of the city’s residents are renters.
“Having a tenant responsibility act is another piece of that revitalization of the City of Newburgh when we talk about turning the corner, cleaning up the streets, having a clean city, having a crime-free city, attracting new business, stimulating our economy, getting more jobs coming to Newburgh and having new homeownership,” Harvey said.
Mayor Judy Kennedy warned, though, the city should not take on new regulations that might not be easily enforceable.
Council members agreed to take up the issue seriously once the 2017 budget is finalized.
