Hikes in municipal employee health insurance to squeeze municipalities

MIDDLETOWN – The average increase in municipal health insurance premiums in 2017 will be 11 percent and that is going to put the City of Middletown in a budget dilemma, Mayor Joseph DeStefano said.
The financial crunch is further complicated by the state tax cap being about 0.6 percent next year, said the mayor.
“We are going to have to make some decisions at budget time, but furthermore the state is going to have to start looking at how do we justify raising the insurance premiums by a half-a-million while at the same time we can only generate $100,000 in levy increases,” he said.
DeStefano said he will wait to see the direction offered by the New York Conference of Mayors, which will undoubtedly “make some noise.”
