TOWN OF HIGHLANDS – Police are investigating allegations that a Town of Highlands man held an 81-year-old veteran hostage in a motel for five years.
Perry Congliano, 43, allegedly held the Marine vet captive so that he could cash David McClellan’s Social Security checks.
Congliano was charged with grand larceny, unlawful imprisonment, criminal possession of a weapon, endangering the welfare of an incompetent person, menacing and unlawful possession of marijuana.
