Remedy proposed for cleanup of Hastings-on-Hudson MGP

ALBANY – The state Department of Environmental Conservation has
released a proposed cleanup plan for the former manufactured gas plant
property in Hastings-on-Hudson.

The property, at 8-12 Washington Avenue, was used as an MGP from approximately
1860 until it was decommissioned in between 1902 and 1912. The property
has been used for both commercial and residential purposes since then.

Byproducts of the MGP, which remain on-site, include low levels of volatile
organic compounds (VOCs) and semi-volatile organic compounds (SVOCs).

Surface soils at the site contain SVOC and metal contaminants at levels
slightly exceeding the soil cleanup objectives for restricted residential
use.

Groundwater contamination consists of VOCs and SVOCs and was primarily
detected at on-site locations, with limited contamination detected in
groundwater downgradient of the site in one area.

The proposed remedy for property remediation includes placing a deed restriction
to limit use to restricted-residential, which also allows commercial and
industrial used as permitted by local zoning. The use of groundwater as
a source o potable or process water will require the necessary water quality
treatment and compliance with an approved site management plan.

The plan also calls for further investigation and remediation if any of
the existing buildings are demolished; evaluation of the potential for
soil intrusion for future buildings developed on the site; and a monitoring
plan to assess conditions at the site.

Written comments on the proposed plan are being accepted by the DEC until
August 10.
