Mill at Middletown affordable housing nearing completion

Work is nearing completion

MIDDLETOWN – The Mill at Middletown, a repurposed vacant factory
building in the city, will be ready for occupancy this fall.

The building is being remodeled along with an addition to make way for
42 affordable rental apartments.

RECAP – the Regional Economic Community Action Program –
and its partners are accepting applications already with about 200 received,
but agency President Charles Quinn said not everyone who has applied will
be eligible.

“Because of the IRS rules that govern the apartments, you have to
have a minimum income and you can’t be above a maximum income. So,
there is a relatively narrow income you have to meet to be qualified for
the building,” he said. “We want to make sure, for some of
the apartments, that people are not moving into something that they cannot
afford.”

At this point, RECAP and its partners have no tax credit projects in
the hopper beyond the Mill Street facility.
