Newburgh manager’s contract expires; mayor says he is staying put

NEWBURGH – City Manager Michael Ciaravino’s two-year contract expired earlier this month, but Newburgh Mayor Judy Kennedy said the city has no plans to get rid of him.  Late last year, he told the council he wanted to stay and had no plans to leave when his contract expires.
A couple on last year’s city council had expressed their dislike
for the man, but this year, with new members, the council appears to be
in accord to keep Ciaravino on the job, said Kennedy.
“He is probably working more like any other employee that might be hired, which is he is there until he decides to resign or we find a replacement, and is kind of how everybody works,” the mayor said. “We could let him go, but we are not of that notion right now and what we are trying to do is work through the problems.”
Those problems center on what the council members say is a lack of communication with the city manager.
Most recently, the council was upset with Ciaravino’s declaring a state of emergency over contamination of Washington Lake without discussing it with the members.
Kennedy said Ciaravino “has done a lot of good things while he is here.”
