Orange County DA launches “Operation Claw Hammer”; four contractors charged

GOSHEN – Four building contractors have been arrested in the first-ever investigation into fraud against property owners by the Orange County District Attorney’s Office.
Dubbed “Operation Claw Hammer,” DA David Hoovler said this is only the beginning of the effort to keep closer tabs on building contractors.
“We are actively investigating other cases and if anyone in the community believes they have fallen victim to a scam, then please give our office a call at (845) 291-2050,” Hoovler said.
Another component of the DA’s initiative is a county-wide police training program on home improvement contractor fraud and the issues specific to the profession.
Charged in the enforcement action were James Roe, 49, of Middletown; Fortunato “Ken” Febus, 51, who is at large; Daniel McInerney, 46, of Blooming Grove; and Vance Biengardo, 55, of Marlboro.
