Newburgh police chief exam will be given as scheduled, court rules

GOSHEN – Acting Orange County Supreme Court Justice Catherine Bartlett ruled on Thursday that the civil service test for Newburgh city police chief may be administered as planned on Saturday (tomorrow).
The test will be an open competitive exam, something that was challenged by provisional chief Daniel Cameron and City Manager Michael Ciaravino, both of whom filed an Article 78 proceeding contending a promotional exam should also be given.
The city civil service commission chose to give only the open competitive
exam resulting in Cameron refusing to take it, saying he should have been
allowed to take a promotional exam. Among his arguments was that the open
competitive test gave applicants from other departments the edge because
the qualifications were less stringent than for members of the Newburgh
police force.
When a new chief is eventually chosen, Cameron will revert to his rank of lieutenant.
