KINGSTON – A Kingston man arrested following a serious assault in the Town of Ulster in October has been indicted by an Ulster County grand jury.
Torrel Skinner, 32, was charged with felony assault in connection with an October 1 incident at the Wellington Apartments on Route 9W.
The victim was transported to the HealthAlliance Broadway campus and later transferred to Albany Medical Center.
