New law means more timely access to treatment for chemical dependence

KINGSTON – Legislation that promotes more timely access to treatment for chemical dependence has been signed into law.
The measure, sponsored by Assemblyman Kevin Cahill (D, Kingston), removes roadblocks in the approval process by creating an expedited review procedure for individuals attempting to access mental health and substance abuse services mandated by a court.
“It is essential that chemical dependence services and adequate insurance coverage are accessible to all in our communities,” said Cahill. “Those who have been recommended by the court system to obtain this type of care are often times people who need of immediate treatment and might not otherwise have the resources or support system to do so on their own.” He said now that the bill has become law, “these individuals will be able to begin rehabilitation and get their life back together without delays in coverage.”
Under the law until now, people who were required to obtain chemical
dependence treatment by the court system were subject to standard approval
guidelines and time frames set by their insurance company when attempting
to access those services. That created a number of problems because persons
under a court mandate were unable to obtain care within the time frame
set by the court while waiting for insurance company approvals.
The measure was sponsored in the Senate by Health Committee Chairman Kemp Hannon (R, Garden City).
