Cleanup action begins at New Windsor brownfield site

NEW WINDSOR – Environmental remediation is about to begin at the contaminated USAI Lighting facility site at 1116 and 1126 River Road in the Town of New Windsor.
The work, under the state’s Brownfield Cleanup program, will be conducted by BDL, LLC with oversight by the state Department of Environmental Conservation.
The northern-most parcel of the almost 12-acre site contains an active LED light manufacturing plant and warehouse/distribution facility. The southern parcel has two vacant structures on it, one of which is of concrete block construction and the other is metal-sided.
The primary contaminants of concern include PCBs, volatile organic compounds
and semi-volatile organic compounds. The volatile and semi-volatile organic
compounds are of concern in groundwater, the DEC said.
The site is bounded by railroad tracks to the east, River Road to the west, a soil reclamation facility to the south and a major oil storage facility to the north. The Hudson River is located further east of the site.
Cleanup activities will include excavation and off-site disposal of some 6,800 cubic yards of petroleum or light non-aqueous phase liquids contaminated soil; installation of a soil vapor mitigation system, similar to a radon system; an environmental easement on the property; and a site management plan.
In 1913, the northern portion of the site was used as a brick works and manufacturer of rail equipment. In 1957, the northern portion became part of the Mastic Tile Corporation, and the southern part of the site became an Affron oil storage facility. By the late 1960s, the northern part of the site was occupied by Ruberoid Floor Tile Division and the southern part continued to operate as a major oil storage facility until the mid-1990s, at which time it had seven bulk fuel oil storage tanks.
