TOWN OF ULSTER – Police have arrested a man they believe to be the shopping center scammer. Terry Monroe, 56, of Clark Street in Milton, was charged by Town of Ulster Police on Tuesday with fraudulent accosting as well as an active parole warrant from the State Department of Corrections and Community Supervision.
During July and August, police had received several complaints of a man scamming shoppers through the Town of Ulster business district and surrounding area.
On Tuesday Monroe was located in the Highland area and sent to the Ulster County Jail in lieu of $2,500 bail or $4,000 bond.
