Police arrest Kingston man on drug charges and find cats, dogs living in ‘deplorable’ conditions

TOWN OF ULSTER – A Town of Ulster man was arrested by town police on Friday on charges of drug possession. Michael Stumer, 18, of Vincent Street, Kingston, may also face charges related to the condition of animals he had living with him.
A dog and several cats living in “deplorable and unsanitary conditions throughout the residence” were observed by police, who reported the situation to the Ulster County SPCA and Town of Ulster Building Department.
Stumer was charged immediately with criminal sale of marijuana, criminally using drug paraphernalia and unlawful possession of marijuana. During a warrant search, investigators seized marijuana, drug packaging material, scales and cash.
Stumer was sent to the Ulster County Jail in lieu of $2,500 cash bail or $5,000 bond.
