Middletown man pleads guilty to running over victim three times

GOSHEN – A Middletown man will be sentenced next month to 20 years in state prison after he pled guilty in Orange County Court on Thursday to manslaughter.  The plea agreement requires Fredy Quizhpe, 24, to serve a negotiated sentence of 20 years.
Quizhpe, 24, was driving drunk when he ran over a pedestrian three times, killing him.  
“The defendant was intoxicated and he led police on a high-speed chase and he ran an individual over shortly before the chase happened and that’s what caused the chase,” said District Attorney David Hoovler.
In the early morning hours of December 28, 2014, Quizhpe drove his van toward four men walking through the parking lot near the bus terminal in Middletown, hitting one and knocking him down. As the other three men tried to assist the injured man, Quizhpe repeatedly circled around twice and hit the injured man again killing him. Another man was also injured.
Quizhpe then drove off but was caught in the Town of Montgomery.
