Newburgh enacts comprehensive city residency law

NEWBURGH – All municipal officers hired by Newburgh government after January 13 must live within the city as the result of a local law passed by the city council this week.
While Mayor Judy Kennedy supports the change, she noted that with a city of under four square miles, often times residents must settle for older housing or apartments.
“Having said that, I also would really like our city management team to be in the city and know what is that is about, so it is sort of a double-edge sword,” Kennedy said.
The new law would apply to only those management types hired going forward.
The law applies to city manager, police and fire chief, city clerk, corporation counsel, city comptroller, assessor, superintendents of public works and water, building and plumbing inspectors and other city positions.
