Unlicensed contractor arrested in Putnam

CARMEL – An unlicensed contractor who reportedly failed to complete work at a residence in Southeast is facing charges of being an unregistered and unlicensed tradesperson.

The Putnam County Sheriff’s Office announced the arrest of Joseph Madigan, 53, of Carmel in connection with the larceny complaint.

Sheriff Kevin McConville said after a deputy was summoned to the private residence, police learned that the homeowners had contracted with the local HVAC contractor, McCools and Sons, to remove an air conditioning condenser unit and install a heat pump/air conditioning unit, but the work was never completed. “An investigation determined the complaint was a civil matter, but the company was operating without a contractor’s license from Putnam County,” he said.

Madigan was issued an appearance ticket for violation of Putnam County local law for being an unregistered or unlicensed tradesperson. He was released without bail and is to answer the charge in Southeast Town Court at a future date.
