Police sergeant indicted for assaulting man during arrest

WHITE PLAINS – A Yonkers Police sergeant has been indicted on assault charges for repeatedly kicking and punching a suspect during an arrest in March, Westchester County District Attorney Miriam Rocah announced on Monday.

Sgt. Hector Cartagena, 55, was indicted on two charges of assault and one count of attempted assault.

Cartagena was arrested on Monday by the DA’s Criminal Investigator’s Squad.

It is alleged that around 9:44 p.m. on March 14, while a suspect was being placed into custody, he kicked the suspect four times and punched him 10 times in the face, causing him to sustain a fractured orbital bone.

Prior to the incident, Cartagena allegedly led police on a high-speed chase following reports he had stolen a vehicle.

The Internal Affairs Division of Yonkers Police initiated a preliminary investigation at the scene and determined Cartegena used force in a manner not consistent with department policies.

He has been placed on restrictive duty and the case was referred to the DA’s Office.
