POUGHKEEPSIE – Following Executive Order 203, issued by disgraced former Gov. Andrew Cuomo, the City of Poughkeepsie Police Department established the Procedural Justice Committee to develop a plan to modernize the city’s police department.  The committee recently held a public forum to introduce the members and hear from members of the community.

City of Poughkeepsie Police Lieutenant Sean McCarthy is one of the very few master instructors for Procedural Justice in New York.  The City of Poughkeepsie police department has three of the state’s master instructors who travel the state to teach other departments how to implement the program that is grounded in “Voice neutrality and trustworthiness through a fair and transparent process,” McCarthy told Mid Hudson News.

McCarthy serves as the co-chair of the Procedural Justice Committee along with Van Riley, a city resident who is the Senior Assistant Director of Admissions at Marist College.  The committee is comprised of civilians and police officers and is tasked with reviewing police department policies and suggesting changes they approve to the police chief.
