RECAP secures $4.9 million for Fresh Start Apartments in Newburgh

NEWBURGH- Regional Economic Community Action Program (RECAP) has secured $4.9 million of grant funding for its Homeless Housing Assistance Program (HHAP).  RECAP’s competitive application was approved for the Fresh Start Apartments project located in the City of Newburgh. 

Fresh Start Apartments aims to address the pressing need for permanent housing solutions for vulnerable populations.  This project focuses particularly on single women facing homelessness and grappling with substance use disorder and associated challenges such as domestic violence, food insecurity, and unemployment.  The project will feature 11 permanent housing units, providing not only safe shelter but also essential support services including rental subsidies, intensive case management, and clinical care.  The HHAP award is in addition to RECAP’s successful Empire State Supportive Housing Initiative Grant which was awarded to support the program in January of this year. 

“This funding represents a monumental step forward in our ongoing efforts to combat homelessness and support individuals in need within our community,” stated Charles Quinn, CEO of RECAP.  “Fresh Start Apartments will serve as a beacon of hope, offering stability, resources, and compassionate care to those who need it most.” 

Steve Neuhaus, County Executive for Orange County, NY, also commended the collaboration, remarking, “The housing crisis has had a devastating impact on America.  Through successful partnerships with organizations like RECAP, Orange County has seen firsthand successes that are providing real housing relief. The funds awarded by HHAP will directly help many individuals and families who desperately need a hand.” 

Fresh Start Apartments is scheduled to commence construction in November of this year, with an anticipated completion date of Fall 2025.
