Dobbs Ferry man charged with possessing ghost guns, explosive materials

WHITE PLAINS – Federal authorities have charged a 61-year-old Dobbs Ferry man with possession of a firearm and ammunition after a felony conviction in connection with possession of firearms, including several personally manufactured ghost guns and ammunition.

Law enforcement officials discovered, and continue to investigate, suspected explosives, paraphernalia related to improvised explosive devices, and suspected readily assembled explosive devices.

It is alleged that on May 1, following an investigation, authorities executed search warrants on the home of James Neff, as well as two storage units he rented.

They discovered over 30 firearms, including some that appear to be personally manufactured and assault rifle-style firearms; ammunition; and suspected explosives-related materials, including several books on how to make homemade or improvised explosives.

Neff is charged with one count of possession of a firearm and ammunition after a felony conviction, having previously been convicted on New York State charges of a crime punishable for a term longer than one year. If convicted of the new charges, he could face up to 15 years in federal prison.
