GOSHEN – The multi-agency Orange County White Collar Crime Task Force has arrested a New Windsor man on charges of grand larceny, scheme to defraud, and offering a false instrument for filing, all in connection with alleged contractor fraud.

As alleged in charges filed in court, Gary Maldonado, 42, induced two victims into giving him money for home improvement projects that he failed to do and did not refund their money when asked to do so.

He is also charged with foiling a fraudulent certificate of liability insurance with the Town of Newburgh Building Department.

The charge is not bail eligible, so Maldonado was released with an appearance ticket returnable to Newburgh Town Court.
