Special Orange County legislative task force investigating IT contract to review findings

GOSHEN – The special Orange County Legislature task force assigned to look into the consulting information technology services in 2023 on Thursday will review its draft report addressing its findings and recommendations relative to the retention of an interim fractional chief information officer and take appropriate action.

Legislature Chairwoman Katie Bonelli appointed the special task force late last year to look into allegations of inappropriate assigning of work stemming from an initial contract that spiraled from a $65,000 agreement for part-time work into a contract of more than $800,000 for the entire year.  The committee met several times in 2023 and collected testimony from county officials including County Executive Steve Neuhaus and the Democratic Legislators who raised the concerns.

Democratic county legislators and State Senator James Skoufis (D, Cornwall) allege the contract was awarded to county Human Resources Commissioner Landon Chapman’s brother-in-law without a bid or securing competing quotes.

Chapman claims he was not part of the selection process and other top county officials said the process was totally above board.

Since the investigation by the legislative task force began the FBI issued a subpoena to the county for information on the contract and began an investigation into the matter.
