ELMSFORD – Reports have surfaced that Rockland County GOP Chairman Lawrence Garvey, 57, was arrested by state troopers after being stopped on I-287 in December for an inoperable taillight on his vehicle. Troopers detected an odor of alcohol on the chairman’s breath and asked him to participate in field sobriety tests during the roadside stop on December 3, 2023, according to court records recently provided to several media outlets.

Garvey, a resident of New City in Rockland County, indicated to police that he was returning home from a political event. Troopers, in their report, say Garvey failed the field sobriety tests by demonstrating slurred speech and lack of balance.  Troopers also noted that Garvey’s eyes were bloodshot.  After failing the tests, he was transported to the trooper barracks where he refused to submit to a Breathalyzer test.
Mid-Hudson News was aware of a campaign fundraiser for Republican Congressman Mike Lawler (R, NY-17) that was taking place at 2:30 p.m. on December 3, 2023.   The campaign event was at the Bronxville home of Trump White House Senior Advisor Tony Sayegh and included an appearance by House Speaker Mike Johnson, according to a Rockland Democratic Committee member.
Garvey, the 10-year leader of the Rockland Republicans, was arraigned in the Village of Elmsford Justice Court in January at which time his driver’s license was suspended for refusing the breathalyzer test.
