GOSHEN – As the FBI continues its probe into Orange County’s information technology contract awards, a second round of subpoenas have been served by the FBI, sources say.

Those summonses have been served on both current and former employees of Orange County government.

The federal agency is investigating the policies and practices pertaining to the awarding of contracts for IT consulting work awarded to StarCIO.

The firm was initially awarded $65,000 contract for brief part-time work and by the time 2023 concluded, the award has been reported to be some $800,000.

Four Democratic Orange County legislators initially brought their concerns to fellow Democratic State Senator James Skoufis, chairman of the Senate Investigations Committee, who outlined what he said was corruption within the upper ranks of county government.

County officials have maintained there was no wrongdoing.

Skoufis, who asked the FBI and State Attorney General’s Office to investigate the controversy, secured the FBI’s involvement.

The attorney general has not responded to two requests for comment about whether that agency is also taking a look at the issues.

The sources have also said the FBI may cast a net wider than the information technology investigation and look at contracts and procurement throughout Orange County government.
