Arrests made in connection with three larcenies within four-hour period

LAKE KATRINE – Ulster Town Police arrested three New York City men on Tuesday night, October 24, on grand larceny charges following a joint investigation resulting from a complaint from Ulta Beauty.

Arrested were Josmar Paulino, 25, of Manhattan, and Fernandez Milton, 36, and Leybi Payano, 35, both of the Bronx.

Ulster Police said that minutes after 12 p.m., they pursued a vehicle occupied by three men who had allegedly stolen over $10,000 in merchandise from Ulta Beauty Supply.

The suspects were identified.

At about 1:40 p.m., officers pursued a vehicle occupied by three men who had stolen over $2,000 in merchandise from the same store.

The vehicle fled but was later stopped by Westchester County Police.

After being charged by other agencies, the three were brought back to Ulster Town Police headquarters where they were charged with grand larceny and conspiracy. Payano and Paulino were released on appearance tickets and Milton was remanded to the Ulster County Jail without bail based on his criminal history and other pending charges

Ulster Town Police were assisted by State Police, City of Kingston Police, Town of New Paltz Police, the Ulster County District Attorney’s Office, Westchester County Police, the Suffolk County Police, Suffolk County Fugitive Task Force, and the Ulta Northeast Investigations manager.

At about 4:30 p.m. on the same day, officers responded to the same store for a third larceny. A vehicle with five subjects fled the scene with merchandise but was stopped on the Thruway. Four juveniles and one adult were taken into custody and transported to the Kingston State Police barracks.
