Kingston man indicted for strangulation murder of his father

KINGSTON – Kingston man has been indicted by an Ulster County grand jury for killing his father on February 10.

The indictment follows an investigation by the Ulster County Sheriff’s Office, Town of Rosendale Police, Ulster District Attorney’s Office and State Police.

It is alleged that John Arceri, 29, killed his father, Ram Arceri, by strangling him in Rosendale.

Arceri was located a short time later by sheriff’s deputies while walking on Route 32.

The DA’s office said John Arceri’s family said he has suffered from “significant mental health issues” for most of his adult life. The Ulster County Mobile Mental Health Unit had been to their home several times including the day of the murder. A mobile health unit left the residence, while an argument was going on inside, less than 15 minutes before the homicide, authorities said.

The previous night, John Arceri was taken to the hospital by Kingston Police for a mental health evaluation.

“The way our mental health care system appears to be functioning now seems to be offering our community members too little too late – we cannot be sending out mental health services for the first time when an individual’s mental health has deteriorated to the point of an emergency situation,” said Deputy Assistant DA Elizabeth Culmore-Mills. “The system is broken, and it will take a multi-agency effort to truly implement the changes that are needed to prevent these crimes.”
