Major housing project to serve Ulster’s most vulnerable

KINGSTON – Ulster County is going to purchase the former Elizabeth Manor boarding house at 21 Elizabeth Street in Kingston for use as emergency housing for most vulnerable residents and families.

The property will be developed to meet the needs of between 27 and 35 county residents.

The county will use $700,000 in American Rescue Plan Act funds to buy the building. Renovations will be funded with $100,000 in a State and Municipal Facilities Grant through Senator Michelle Hinchey and $500,000 in federal rescue fund through the City of Kingston and county bonds.

Operating costs for the shelter will be covered by the state.

County Executive Patrick Ryan said this project “is part of a broader strategy to address the urgent need for permanent, affordable housing with several large-scale projects over the next few years.”
