Two Ulster County child molesters sentenced to prison

KINGSTON – Within the span of one week, the Ulster County District Attorney’s Office has obtained lengthy prison sentences from Judge Bryan Rounds against two child molesters.

Devin Harkins, 30, of the City of Kingston was sentenced on Thursday to 18 years in prison followed by 15 years of post-release supervision.

In November 2020, one of his victims recorded the attack and disclosed it to Kingston Police.

Harkins was arrested and indicted on charges of predatory sexual assault against a child and other charges. He pled guilty to two counts of attempted predatory sexual assault against a child.

In another case, Natividad Rodriguez-Rivera, 36, of Plattekill, was sentenced to 15 years in prison and 20 years of post-release supervision.

He was arrested by State Police in August 2019 and charged with sex offenses against a child in his family.

His wife had noticed his conduct, and after getting confirmation from the child, reported to law enforcement.

“There is no doubt something is missing in any individual who commits sexual atrocities against children, but our office is committed to doing everything humanly possible to hold them accountable and remove them from the rest of us for as long as possible,” said District Attorney David Clegg.
