KINGSTON – The hiring of a consultant to begin the process of rezoning the City of Kingston is long overdue, Mayor Steven Noble said.

The city council, Tuesday night, approved the hiring of consultants Dover, Kohl and Partners to conduct the 12-to-18-month study to substantially update the zoning code that was last addressed in 1963.

Noble said they want to develop a form-based code.

“Which basically allows people to utilize their buildings for a variety of uses that are not prescribed but allow for more creativity in those uses as long as the building and the form of the building fits within the neighborhood it is in and the vision that we lay out here in our zoning code,” he said.

The rezoning effort was put on hold for a year because of the pandemic.

“This rezoning will shape residential and commercial development in Kingston for many years to come,” said Kevin Corte, the city’s director of Housing Initiatives.
