Arteta names key sheriff’s office appointments

GOSHEN – Orange County Sheriff-elect Paul Arteta has named two top leadership positions for his incoming administration.

Wilfredo Garcia, who has been serving as chief criminal investigator for the Orange County District Attorney’s Office, will become undersheriff and Evelyn Mallard will take on the role of assistant undersheriff. She currently holds the position of superintendent of Ulster County Corrections.

Garcia has over 35 years in law enforcement including three decades with the State Police. He is also studying cybersecurity at SUNY Westchester.

Mallard has over 33 years in law enforcement. Before joining the Ulster sheriff’s office, she worked for the State Police where she retired as director of training of the State Police Academy.

She holds a BA in accounting and a Master’s in public administration and is an adjunct professor at SUNY Rockland.

Arteta has spent virtually his entire law enforcement career in the sheriff’s office, from corrections officer to captain. Most recently he has been deputy police chief in the Village of Montgomery Police Department.
