NEWBURGH – The Hope Not Handcuffs program that can offer an alternative to the legal system for those suffering from substance uses, appears to be assisting Newburgh City residents, Police Commissioner Jose Gomerez said.

In use for just over six months, Gomerez said it is helping.

“Our collaboration with the community has improved, and you can see it with public trust. You can see it with programs like Hope Not Handcuffs,” he said. “We joined that program for about seven months and we have about 16 cases that have walked into our lobby asking for assistance and assistance was provided to those people.”

Gomerez said that means people are starting to reach out to the police.

Several other communities in the Hudson Valley have joined Hope Not Handcuffs and all say it is providing people with, as the name says, hope.
