Putnam SPCA charges man with animal abandonment

CARMEL – The Putnam County SPCA has arrested a 36-year-old Bronx resident for animal abandonment. On October 30, the agency received a call from a Putnam County sheriff’s deputy, who while on normal patrol, spotted a dog tied to a pole in the Town of Carmel.

The seven-year-old male hound mix named Lucas was retrieved and brought to the Putnam Humane Society where he was scanned for a microchip.

A suspect was developed by the SPCA detectives using microchip information, an eyewitness account and surveillance video that was retrieved from the area. Officers identified the alleged suspect, he was contacted by the SPCA and on December 1 Juan Rosa, 36, was arrested and charged with animal abandonment, a misdemeanor punishable by up to one year in jail, a fine of up to $1,000, or a combination of both.

Officials said they have seen an increase in animal abandonments this year. If you can no longer keep your pet, contact one of the many rescue groups that exist.
