KINGSTON – Ulster County Sheriff’s deputies arrested two women on charges of driving while intoxicated.

Just before 11 p.m. on Friday, April 29, Kerri Spiegel, 33, of Madeira Beach, Florida was stopped on Wall Street in the City of Kingston for a traffic infraction.

Investigation determined she was driving in an intoxicated condition resulting in charges of aggravated DWI and DWI.

She was issued an appearance ticket returnable to city court.

Hours later, at 2:40 a.m. on April 30, deputies responded to an accident with injuries in the area of Route 32 near the intersection of Route 213 in the Town of Esopus.

Deputies said preliminary investigation suggests the vehicle driven by Mary Dugan, 24, of Woodhaven, NY, was northbound on Route 32 when she struck several guide rails. Deputies found her vehicle in the middle of the bridge over the Wallkill River. It had sustained heavy damage.

Dugan, who was charged with driving while intoxicated, was transported to MidHudson Regional Hospital in Poughkeepsie by the Town of Esopus Volunteer Ambulance Squad, for treatment of injuries. She was later released and issued an appearance ticket returnable to Esopus Town Court.

Deputies were assisted at the scene by State Police, Town of Esopus Volunteer Ambulance Squad, and fire departments from Rifton and Tillson.
