State legislature explores options for future of Catskill Regional OTB

ALBANY – In light of the release of a report that shows mismanagement on the part of the leadership of Catskill Regional Off-Track Betting Corporation, Senators James Skoufis (D, Cornwall) and Michael Martucci (R, New Hampton) have introduced legislation to terminate the membership of all of its board members.

Skoufis, who is the prime sponsor of the bill, said they are exploring another alternative as well.

“We are also taking preliminarily about whether it makes sense to merge Catskill OTB with a neighboring OTB and get the organization integrated with a neighboring organization that has a history of more effective and better management,” he said.

That would likely be the Capital Region OTB.

The 2017 report by the inspector general’s office found under the leadership of longtime president Donald Groth, Catskill OTB has run a less than efficient operation with some questionable practices by Groth.
