KINGSTON – A Kingston resident is in the Ulster County Jail after holding hostages in a hotel room on Friday evening.  The encounter with police began at approximately 6:37 p.m. on Friday, March 4.

State Police say they responded to a 911 call from a man, identified as Scipio DuBois, who stated he was holding hostages at the Rodeway Inn in the Town of Ulster.  Police say DuBois, 29, was holding three children, ages 4, 2, and 1, in a hotel room without the permission of the parents and against the will of the kids.

State Police investigators trained in negotiations made telephonic contact with DuBois, but he refused to release the children or to come out of the room.

After failed negotiations, the a State Police Special Operations Response Team made entry into the room and safely rescued the children.

DuBois was taken into custody and arrested for the felonies of kidnapping and unlawful imprisonment along with misdemeanor charges of endangering the welfare of a child and menacing.

He was arraigned at the Town of Ulster Court and remanded to Ulster County Jail.
